This book brings together the papers presented in the sessions of the seminar organised under the same title by the Council of State and the Centre for Political and Constitutional Studies, with the aim of contributing to the design and formulation of a new model of governance, open to the participation of multiple actors, in a collaborative and horizontal process that leads to more efficient systems of government and management and generates greater citizen confidence.
These texts come from a wide variety of sources, with different formats and styles, and seek to explain contexts, detect problems and propose possible alternatives from multidisciplinary perspectives.

The edition of this book includes an article by Eva Menéndez, principal investigator of the CAIDIG project: Gobernanza en red. _ Digital administrative citizenship.
